      Programme Overview

      The Global Textiles and Clothing Programme (GTEX) and its related work in the Middle East and North Africa (MENATEX) promotes Textile and Clothing (T&C) exports from countries in Central Asia, the Middle East and North Africa. The aim is to stimulate employment and income generation along the value chain.

      In its initial phase, the project targets Egypt, Jordan, Morocco, Tunisia, Kyrgyzstan and Tajikistan. The GTEX programme is funded by the Government of Switzerland and the MENATEX is funded by the Government of Sweden for the MENA region. ITC, in close collaboration with the Swiss State Secretariat of Economics Affairs (SECO) and the Swedish International Development Cooperation Agency (Sida), will implement the programme. The programmes will run until December 2021.

      Investing in more competitive enterprises in this key manufacturing sector can contribute to achieving targets linked to the United Nations (UN) 2030 Agenda, particularly related to the Sustainable Development Goals (SDG) 8 “promoting sustained, inclusive and sustainable economic growth, full and productive employment”, SDG 12 concerning “responsible consumption and production”, SDG 9 “industry, innovation & infrastructure” and SDG 5 “gender equality”.

      The envisaged impact of the programme is to increase employment and income along the T&C value chain in the six selected priority countries. To achieve this long-term objective, the programme foresees to accomplish two major outcomes until the end of the programme. One is related to the institutional infrastructure around the sector in the priority countries, including policy aspects, where required, and is formulated as “Improved business environment and Trade and Investment Support Institutions (TISI) performance in the T&C sector”. The second outcome targets the enterprise level and is formulated as “Improved competitiveness of Small and Medium sized Enterprises (SMEs) in the T&C sector”.

      A global component on knowledge management and strategic linkages will complement national efforts. It will support enterprises to learn from global as well as best practices among the six priority countries. Also, it will facilitate access to sector-related networks and initiatives that will shape the future of the sector.

      All six-country projects follow the same logical framework with two outcomes and four outputs per outcome. The emphasis on specific outcomes and outputs vary according to country needs and priorities.

      Sector Context

      Textiles and clothing (T&C) is a key sector for many developing countries in terms of employment, income generation as well as foreign exchange earnings. Clothing was the most dynamic product among manufactured goods, with an increase of 3.3 per cent in 2018. According to WTO, the current value of top ten textiles exporters and apparel totalled USD 272 billion and USD 421 billion in 2018 respectively.

      However, the competitive landscape for the sector has been changing for several years. The termination of the Multi-Fibre Agreement for the World Trade Organization (WTO) members in 2005 (and thus the textile quota phase-out) and the global financial and economic crisis in 2008/9 already had negative effects on T&C sector in some developing countries.


      Beneficiaries

      GTEX MENATEX ultimate beneficiaries are employees and managers of SMEs that will benefit from job security and possible increased earnings through an improved competitiveness of their companies and the sector as a whole.

      The intermediate beneficiaries are TISIs in the textiles and clothing sector that benefit from improved management and operations, as well as an enhanced service offering to their enterprise members.

      An inclusive approach will address sustainability issues such as gender, youth and the environment.
